Reporting Relationship

The Education Finance Manager will work under the direction of the Director of Education in accordance with reporting obligations of M’Chigeeng First Nation Administration.

Position Summary

The position supports program accountability by ensuring funding agreements, reporting obligations, financial processes, and departmental records are completed accurately and within established timelines.  

The Education Finance Manager is responsible for managing and maintaining all the funding agreements, budgets, and financial transactions, and preparing reports for the Education Department to ensure compliance is met and in accordance with contract agreements. 

Duties & Responsibilities

Financial

  • Prepare annual Education budget and financial forecasting activities. 
  • Prepare and coordinate monthly, quarterly, annual, and ad hoc reports required by funding agencies and organizational leadership.
  • Monitor compliance requirements related to education programs, grants, contribution agreements, and funding arrangements.
  • Ensure reporting deadlines are met and supporting documentation is complete and accurate. 
  • Maintain reporting databases, files, and records management systems. 
  • Assist in developing internal controls and reporting procedures to improve accountability and compliance. 
  • Monitor program deliverables and performance measures to ensure alignment with funding requirements. 
  • Support audits, file reviews, and compliance monitoring activities.
  • Track departmental budgets, expenditures, and funding allocations. 
  • Reconcile financial information and budget monitoring. 
  • Prepare financial summaries, expenditure reports, and variance analysis. 
  • Coordinate invoice processing, purchase requisitions, and payment documentation. 
  • Coordinate financial planning and translate funding agreements as needed
  • Work collaboratively with MFN Finance to ensure financial records are accurate and compliant. 
  • Monitor grant and program spending to ensure expenditures remain within approved budgets. 
  • Maintain confidentiality and ensure records management standards are upheld. 

Administration

  • Support departmental planning initiatives and special projects. 
  • We will be well-versed in costing, controlling, financial reporting, and strategic planning.
  • Coordinates procedures to ensure proper documentation of all funds received, signed and recorded
  • Works directly with MFN central finance to ensure proper procedures are in place and implemented
  • Translates financial data into accurate narrative reports
  • Provides ongoing technical support on accounting, budgeting, reporting, and forecasting to senior management and program staff
  • Monitors current administrative accounts and ensures accurate records for all service delivery programs
  • Ensures compliance with the generally accepted accounting principles and M’Chigeeng First Nation By-Laws, and finance and administrative codes, policies, and procedures.
  • Develop and maintain reporting templates and standardized processes. 
  • Provide administrative support to Education leadership as required. 

Planning

  • Assist the Director of Education with the planning and implementation of strategies for improved financial accountability within the education department
  • Develops and implement and individual annual work plan with coordinated activities and priorities for meeting deadlines
  • Assists in the planning and preparation of monthly quarterly and annual statistical and financial reports
  • Assist in the development and revision of policies and procedures related to program delivery
  • Assist the Director of Education in making informed decisions and recommendations
  • Assist and provide support to program staff responsible for completing financial program report submissions

Qualifications/Requirements

  • Diploma or Degree in: Business Administration / Accounting / Finance / Public Administration / Education Administration / or Related field 

Experience

  • Minimum 3–5 years of experience in financial administration, reporting, compliance coordination, or program administration. 
  • Experience working with budgets, financial tracking, and reporting systems. 
  • Experience within education, public sector, Indigenous organizations, or community administration is considered an asset. 

Other:

  • Advanced ACCPACC, Excel, and PC skills, working knowledge of Microsoft Office
  • Strong advocate and knowledge of MFN goals and vision
  • Knowledge of First Nation issues and challenges and is proactive in finding solutions
  • Have knowledge and understanding of the culture, traditions and history of the Anishinabek
  • Understanding and fluency of Ojibwe language is an asset and willing to learn the language
  • Ability to work independently with strong time management and organizational skills to meet deadlines
  • Excellent communication skills and always maintains a high level of confidentiality
  • CRC/VSS requirement, must be thirty (90) days current and must be an original or certified copy

CRC/VSS must be current thirty (90) days and be an original or certified copy.  All individuals employed with MFN Education programs are required to submit a Vulnerable Sector Screen and Criminal Record Check.  A Vulnerable Sector Screen is required as these employees will be working directly with students; therefore, individuals must have a record clear of any charges and convictions relating to child abuse of any kind, and theft, drugs and/or alcohol
